I'm going to Hongkong and thinking of visiting Shenzhen(window of the world), can I apply it in Hongkong once I'm there?

If you just visit Shenzhen only, you can apply for the five-day special VOA at Luohu, Huanggang or any other border. It costs around CNY 168. You can only pay in CNY.
