Is  there a bus from Shangrila to Baishui Terrace and how long does it take to get there? How can I get to Haba mountain villages?

Yes, Shangri-la is closer.There are two buses running from Shangri-la Bus Station to Baishui Water Terrace every day at 09:10 and 14:10. The ticket fare is CNY24 and it takes about 2 hours to reach. Actually the bus runs at 14:10 can take you to Haba. You can take it from the Water Terrace to reach.
