About:72-Hour Visa-Free Transit

What about flying from USA to Xian then to Hong Kong?

Can we use the 72 hour free entry if we fly USA -> Xian (through Shanghai or Beijing) then within 72 hours go to Hong Kong? Do we apply for the visa when we board the flight to Xian, or when landing in Beijing?

As mentioned in the article, you cannot leave Beijing if you are arriving from a foreign country. You must exit customs in Beijing within 72 hours. So in your case, you may not qualify the 72-hour transit. But if your stay between the time you arrive beijing to the time you leave xi'an is less than 24 hours, then you may qualify the direct transit.
