Filipino citizen to apply VOA at Shenzhen

Good evening. if i can get shenzhen VOA then go to shanghai where my husband is teaching, is it possible? we planned with my daughter to travel this summer. I am from the philippines we will go to macau then to hong kong then shenzhen. thank you so much. this is not the first time to go to shanghai. every december we visit her dad.
