Is it possible for UK citizens to obtain a VOA for Shenzhen at the moment?

Hi, I read somewhere that UK, along with US nationals, are sometimes unable to to get this one? I'm hoping to visit Hong Kong next month and would like to cross over to Shenzhen with no fuss.
