I'm afraid the Border Authorities at the 1st country don't know about this policy and not allow me to board without visaI'm travel from Vietnam - Shanghai-SingaporeI'm taking a Dutch passport

You should produce your valid passport and onward air tickets. I think the Border Authoriyies should know the free transit policy as they deal with it almost for everyday. Don't worry.
