Just contact a travel agency to inform about your travel plan. They will help to arrange everything for you including Travel Permit. If a recommendation is needed, Travel China Guide is suggested. Here is their email for your reference: travel@travelchinaguide.com
Well, the latest policy shows that foreign travelers would be forbidden to travel in that area after Feb. 15, 2015, so plan a trip before that date.1

Hi, me and my daughter have booked a trip Bejing to Kathmandu next July with G-adventures through the area. It was the cheapest option of that kind we wanted. I travelled with them in the past to the Andes and it was great. A good compromise between independent travel and group tour where needed.
