About:Tibet Travel Permit

Can foreigners connect through Lhasa Airport without a travel permit?

If I want to fly to Kathmandu in Nepal from Beijing via Lhasa (with no plans to actually leave the airport), do I still need to obtain a Tibetan permit to buy tickets for that flight?

David, I think you should consult with your airline directly on this issue. Recently, the policy has been strengthened. From Feb.15, 2015, foreigners will not be allowed to visit Tibet anymore. I personally think that you really need to apply the Tibet Travel Permit even you just transit in Lhasa.
