Can I apply for a Temporary Residence Permit if my chinese wife live outside china and we just want to visit china two or three times a year? Don't want to get a Tourist Visa every single time.

You can't, Your wife needs to be present at the PSB and must have an address in China under her name or a rental contract under her name. And your wife MIGHT be required to show a savings account bank statement to the PSB or a salary from a job that proves she can support your stay. (But you're not really in China). It's best to get a L type.

Her Hukou is with her parents so why can't she say we are living in their flat? She also have a chinese bank account with some savings and her father is a policeman with good connections which might could be helpful. Of course we could go to the PSB together during our next vacation.

I don't think it'll be as easy as you make it sound, because they'll check how long you've already been in China. I don't think you'll need her father.

What Gabe is trying to say is that they'll check your entry stamps. If you can't prove that you've currently been living in China then they might offer you an extended 30 day L type. I've been using Family L type and the new Q type for a while now. I would just play it safe.
