About:Wuhan Tianhe Airport

If traveling to Thailand with 12 hours stop in Wuhan, should I make transit visa to go out airport?

If yes how I can do it?

No. for your 12h stay, a stay permit is enough. You can easily apply for one in the airport. About the details, I suggest you consult ur airline.
