Visa Free 24 hrs transit permit to enter Kunming city as a transit passenger

Hi,
I am a Canadian and flying from Toronto Via Kunming to Bangladesh. My connection flight has 13 hrs transit at Kunming airport. ( KMG ) Kindly let me know if I can get 24 hour permit to exit the airport and stay in a hotel for the night. if YES, then what is the FEE/ CHARGE ( or free ) for this permit.

If NO then is there Private ( not shared ) rest area / room etc somewhere inside the airport with bathroom facility ( such as small hotel room ) . What is the charge for this. 12 hours is ok.

Last question, on my way back again stay in kunming BUT NEXT FIGHT IS TO SHANGHAI and then to Canada. Is 24 hour Visa Free permit allowed as touching a second city within China.
