I am an Australian citizen and is I will be on a long term exchange in Japan this year. As I am planning to travel to China in mid-July and was wondering if it is possible to apply it through the the Consulate General in Osaka? Will there will extra cost on the 12000yen (for third party) as stated in the fee schedule?

Yes, you can apply it through the consulate general in Osaka. Documents required for you application include a filled application form, the original and photocopy of your passport, a color passport photo taken within six months, the original and photocopy of your residence card in Japan, and roundtrip tickets and hotel bookings. I don't think there will be extra cost in addition to the 12000 yen application fees, however, it is not assured as things are subject to changes.
