Hello, is there a rail from HeKou (Vietnam) to Kunming (Yunan)? if yes, how frequently it goes? what is the price? how i get the ticket?

There are 2 K types available everyday from Hekou to Kunming. The price for soft sleeper is around USD30, hard sleeper for USD21 and hard seat for USD12. The trip will take about 6 hours. You can buy the ticket when you arrive station, or you can book the ticket online in advance, like this website.
