Hello, mainland China is 15 days entry-free for Singaporean passport holders, So if 15 days are enough for your arrangement, you need not to apply for anything. And it's ok for you to buy the tickets after you arrive in Guangzhou.

I land at wuhan airport before I land at Guangzhou. It's not a voluntary stopover. My flight was supposed to go to Guangzhou non stop from San Francisco but it turned out that the flight has a technical stopover at Wuhan. Do I need to get a visa in advance ?

If the total layover time in mainland China is less than 24 hours, you can enjoy the free transit policy. If not, you are suggested to confirm with your airline whether G type is needed.
