The applicant of R type needs to provide a relevant certification based on relevent regualtions, and meet the relevant requirements of the competent authorities of the Chinese government on high-level talents and individualnel with special skills urgently needed by government.

The degree is not necessary according to the rules, but these people are needed by Chinese government. So the specific requirements will be stricter for the R type.
