For this issue, you may need to communicate with the company. I saw some foreinger work while waiting for their work permit, but some companies do not allow.
After you sign the contract, the work permit can be applied in China.

Would you mind tell me which city you will plan to work? So that I can help you to find the related phone number.

Thank You for your help and info provided. Im looking at Beijing and Shangai. I am from an MNC company and trying to understand this requirement as the focal is saying that the work permit process can only be initiated on the actual start date instead of a signed contract with a future start date.
