Shenzhen to macau from different port (voa at Luohu n going to Macau from Shekou)

Hi, I'm lili from Indonesia. I want to apply voa shen zhen from Luohu port and will stay at shenzen for 3 days 2 nights. And then I will go to Macau from Shekou. Is this allowed? Bcause I heard if we apply voa from Luohu then u have to get out from the same port too. Please reply my question. Thank u
