About:Chinese Embassy in Australia
Australian resident with Austrian passport. Am I able to get a tourist visa for china in Australia?

Yes, if you have Australian passport. However, you should to apply from the CVASC branch in your area.

The passport is Austrian and I have a residency permit for Australia.

Yes, you can apply from the CVASC branch. Just don't forget to bring your residency permit together with other required documents.
