Visa for Special Economic Zone on Arrival in Xiamen

I'm Italian and currently in Taiwan. I'd like to go to the city and come back to Taiwan. I'd fly into XM Gaoqi airport or, most probably, fly to Kinmen and then take the ferry to XM.
Is it possible to get a 3-5 days Visa on Arrival for Special Economic Zone in XM port?
I found such a visa referenced is some websites, including TravelChinaGuide, but I cannot find anyone who has actually done it and no reliable evidence. Anyone knows anything about it?
