Can I apply for a VOA to Shenzhen from Hong Kong for a couple of days visit? or Do I still need to apply for a tourist entry permit from Canada before crossing into Shenzhen?

You are able to apply for a VOA for entering Shenzhen for less than 5 days. Do you leave Canada now? If you do not leave, you are still suggested to apply an ordinary Tourist with single entry for visiting Shenzhen. Whether you can get the VOA is not assured, but there is no problem to enter if you hold a single entry Tourist L.
