To Jade Dragon Snow Mountain, you can take bus no. 7 from Hongtaiyang Square, it would cost CNY8. You can also take this bus to Black Dragon Pool. To Shuhe it would cost around CNY30 from downtown. To Baisha, you can take bus no. 11 to Shuhe and then transfer to a taxi to reach at the cost of no mroe than CNY10.The destinations you mentioned are all not very far from the city, so it would be fine to hire a car or take a taxi to reach.
