Need to replace stolen passport and visa

I host a student from China who had his wallet, passport and visa stolen. What do I need to do to replace these documents

First, the student needs to report it to the police.

Then he/she needs to apply a new passport. The student needs to re-apply a new one at the local nearby Chinese consulate/embassy in person. The student needs to prepare an application form, a recent taken passport photo, copy of your old passport or copy of the ID card/household register, the resident permit or study permit in USA, personal statement (the student basic information, how the passport was lost, when & where was the stone passport issued, the house's address, passport number & validity) and a statement saying "He/she was informed that he/she cannot cancel the application if the passport was founded." Then he/she can wait for the passport.

After get the passport, he/she can contact the USA Immigration Department to re-apply a new visa for studying in USA.
