About:China Tourist Visa

Can a US passport holder obtain a Tourist Visa if currently in Japan(already departed US)?

It is possible. You need to go to the local embassy/consulate to apply in person with your valid passport, an application form with a recent taken photo, your hotel booking, your round trip tickets for applying.
