72 hrs visa free inquiries. Am I eligible for 72 hrs free transit?

Hi I plan to travel to Mongolia but since I'll be stopping over China for 20 hrs I decided to just stay in Beijing to 2 days and have a look around. My flight is Melbourne to Shanghai for 2 hrs stop over then to Beijing then to Ulanbator.
