Hi, Herb. Did you get your green card in USA when you gave birth to your children?
Based on Chinese laws, if you do not have your green card when you giv birth to your children, your children will be regarded to have Chinese nationality by the embassy when making applicaton. So they need to apply for a travel document instead of an ordinary permit.

You are suggested to contact the embassy/consulate for consulting exact information. They you can find a travel agency to help you to get it. BTW, you can consider to apply for a Q type for visiting your parents.
