What's the temperature in Harbin in mid dec? Any snow? Can we get to see the ice festival?

The temperature at that time would be -6 – 10F. Sometimes there would be snow. It depends.
It is a little early to enjoy the ice and snow festival, which usually start from Jan. 5 and lasts till end of Feb. The trial operation of all the relevant attractions start around late Dec.0
