Shall we see the harbin ice and snow wrld at Dec 7 2014?

According to the official information, the 16th festival harbin ice and snow world will be open around Christmas time.
In the early time of Dec., the scenic area just starts to make preparations for the festival.
Maybe you cannot see it at that time.
