New Zealand passport, Spamish residency

I have a New Zealand passport and am a resident in Spain wishing to visit Beijing and Shanghai for a week in total. Should I apply for a visa to CVASC in Madrid?

You may have a resident permit or any living permit to live in Spain, right?
If so, you are able to apply it through the CVASC in Madrid.
