Hi I am a nigerian national studying in the U.S, and I intend on visiting hong kong, China and Macao. I have applied for the china and Hong Kong visa and I'm currently waiting on a reply, I was wondering if I need a permit to visit Macao and what procedures I would have to follow.

Yes, you still need one to visit Macau.
For applying this, you need to prepare documents as an application form, a recent taken photo, your valid passport, proof of your finance, your round trip tickets, hotel bookings, proof of purpose of visit and entry permits of any other countries (if any). After preparing all these, you need to apply through the Chinese embassy/consulate in USA.
