can a visa for china for usa citizen be obtained at the vancouver consulate?

I am a US citizen. I want to apply for visiting Chna in Canada.I must travel to China (Chengdu and Kunming) for business Nov 15-26, 2014 (I have invitation letter). However, I must be in Vancouver Canada Nov 9-14 and will need my USA passport to enter Canada and return to the USA.Is it possible for me (US citizen) to get the permit for China at the Chinese consulate in Vancouver, Canada?

You can have a try, but it is not assured that you can finally get it. Personally speaking, you are suggested to contact the consulate in Vancouver to confirm in advance to make sure you can get one in the end smoothly.
