About the hotel, you can go to 'Discus Airport Hotel'. It's located at the inner of Terminal A.

About the transportation, there is no direct place between these two places.
So you are suggested to take long-distance bus. You can take airport shuttle bus to the West Bus Station first. Then take the long- distance bus to bottom of the mountain directly.

R: can you advise any youth hostel nearby the West Bus station area and the cost of taking a taxi from Xiaoshan airport to that hostel. Also how long do they take? Thank you.

Near West Bus Station, I know two youth hostels: Yunshuiyi and Majiawu (around 0.8mi). The former is located at no. 21, Zijingang Road and the latter is located at no. 28, Majiawu, north exit of Lingxi Tunnel.
Just try to searh for them online.

I just checked that also and the Discus Airport Hotel does exist. It is inside the terminal A. I also found its Chinese name is 杭州7彩阳光空港大酒店 for your reference.
