About:Gubei Water Town

combo tickets in Beijing Simatai Great Wall and Gubei Water Town

Hi, I'm from Jakarta, want to ask what is the meaning if you don't buy combo tickets you need to make a reservation? From the water town how far is the wall?
I'm planning to visit around mid december, how is the weather there?
