dragon wants to be tiger's girlfriend, what do i do?

I(dragon) have known the tiger since i was little and he knows i like him now, but the relationship isn't going anywhere

Well, I am afraid that the possibility of being his girlfriend is very little. He knows that you likes him. However, he doesn't say anything. Obviously, he doesn't have the same feelings for you. Anyway, you may try to confess your feelings an listen what he says.
