can my friend gets a 3 days visa in shanghai airport?

i have a friend in Cyprus a filipino and she wants to visit shanghai.

It is impossible to get a 3-day one in Shanghai airport and she/he needs to apply a single entry Tourist L before she/he leaves for Shanghai.
