Do we need to get a Chinese Visa for our cruise if we remain on board the ship?

We are stopping in Xiamen for 11 hours on our cruise ship. If we do not wish to get off the ship and go sightseeing, do we still need to get a permit even if we remain on board?

If you do not leave the cruise, the permit is not needed.
