Lenibel, according to what I know, you need to apply for the police clearance from local police station in the place where you lived. It seems that the certificate can't be applied online. I am afraid that you need to come there and apply in person.

Gary, personally speaking, Mr. Gary may means that you need to go to your local Police Station to apply for the police clearance.
For whether you need to request through the mail, you may need to contact the police station for asking.

I didn't apply for it. The information is acquire from someone who applied and the regulations. All I can tell is that you need to apply for it from the last place where you stay longer than six months. You need to find local notary office first. With their help, you can acquire the police clearance. So I am afraid that you can not get it done online or by mail.
