Can I get a flight to Linyi without pre- booking or can I go Linyi by train?

As far as I know, there is only one flight to take you to Linyi from PVG. The schedule is 12:25. So you cannot catch it. If you still wanna to take a plane, you can go to Hongqiao Airport. The last schedule to Linyin is 19:55. And you need to book in advance. You cannot go there by train. Because there is only one schedule everday. It is at 13:27 pm. According to your time, you cannot catch this train.
