Is your baby born in China or in Cyprus?
If it is born out of China, it will not have a Chinese citizen and Chinese nationality and you need to apply for a her for it.

It may not affect her if she did not inform Chinese government. For citizenship, it will not affect her nationality. If she wants to join the Israeli nationality, she needs to go to the local embassy to give up her Chinese nationality.

I am in a similar situation. We had our baby in Canada and went to the embassy with my wifes Chinese National card and we were able to apply for our sons passport on the spot (we did this before getting him a Canadian one).
