Request for VISA from Lisbon or Cabul

I´m a Portuguese army Officer currently deployed in Afghanistan, middle November I´ll finished my tour and go back to Portugal.
I´m planing to pay a 10 days visit to China with my wife and some friends, trip will start from Lisbon the 14th or 15th November.
I have my passport with me, can I get the visa in Cabul or do I need to send the application to Lisbon.
