Is cab safety to ride from HKIA to Royal Plaza Hotel due to heavy rally happened now in HK?

The situation has been better now. It shall be safe enough to catch a taxi to get there. Don't worry!

Apart from taxi, here is another suggestion:
take Airport Express to Kowloon station. Then transfer to free shuttle bus line K5 to get to ur hotel. This way saves you much money.
