About:China Visa Exemption

no visa for transit less than 24 hrs

If my flight transit in PVG for less than 24 hrs, could I leave the airport and go around shanghai without permit? I am not the passport holders of 51 countries and regions that can be granted a free-transit stay of up to 72 hrs.

You can still do that, since you only stay for less than 24 hours. You still need to go to the immigration counter to apply for a stay permit to leave the airport.
