Josh, I have no idea whether you can enter Singapore without a visa. However, you do need get back to your own country to apply for a Chinese Z type. It's impossible for you to apply in a third country.

Yes.  A Ghanaian passport holder don't need a visa to enter Singapore for 30 days.  But as to applying for another country's visa over there I'm Singapore,  I don't know.  Myself I need that information.
