Gold Tax, how much is it?

This girl I meet that is Phillipino, she works as a nanny in China she was taking a gold bar out of China to America the gold was given to her by her late father, she got stopped by Chinese customs for not having the proper documents and after she got the documents she told me she needed to pay the tax on the gold bar before she leaves she said the Chinese government puts a 10 percent tax on the total value of the gold bar before she can sell it or take it out of country is this really true and correct?, wanting to know if she's scamming me ?

Robert, if she has the permission to take out of the gold bar, she shouldn't have been taxed. This is what I found on the internet.
