Why the air in nanning are slightly polluted during December and January?

It's said that too many automobiles inflence the air quality. Another factor is the weather itself. In Nov. there are usually most sunny or cloudy days. The dusts created by the automobiles and construction sites cannot flow out and they lead to the air pollution.
