Is there a airport bus service from Lukou Airport to Nanjing Jiangning Tianyin Avenue

I'm afraid no a shuttle bus can directly take you to your destination. Then I would recommend you use local suwbay line to travel. Take metro Airport Line S1 to NJ South Railway Station, where transfer to line 1 to Tianyin Avenue directly.
