About:Chinese Embassy in Cameroun

Can I submit an invitation letter sent by email (soft copy) for visa application?

or it must be a hard copy sent by courrier.

You mean you print the invitation letter from your mail box and then hand it?
If so, you can do that. But if possible, it is suggested to provide an original invitation letter, because the embassy has the right to ask for an original one.
