Can I just go to the Chinese embassy/consulate in Tokyo and apply for a visa?

I am a German tourist currently travelling in Japan. Afterwards, I would like to travel to China, but do not have a fixed itinery, hotel. Flight, etc., as i am travelling on a day to day basis. Thanks a lot for your answer.
