The form is usually issued by the university in China, so the fee is paid by the school. No one knows the price.

I think you should go through the normal process. You can try to contact some Chinese universities and see if they enroll international students. If so, you can apply to study there. Then the school can help you get the JW202 form and assist you to apply for the X type.
