Ice festival and ice lantern shows

We (group of 10 adults) planned to visit china for 10 days (Dec 20 to 30, 2014), we expected to enjoy the ice festival and ice lantern shows there.

Is that the festivals open yet to public in december? if not what we could explore in harbin during our visit?

Do you offer harbin tour packages 4 nights stay in 4 or 5 stars hotel including breakfast?
Would you please send me the itinerary and prices?

The festival is officially opened on January 5th every year. But you can still visit scenic sites like Ice and Snow World, Sun Island, Yabuli International Ski Resort, and Zhaolin Park during your stay there.
