Is personal application for Z Visa accepted? or through a travel agency.

I was hired by a foreign company with project in China. I am now waiting for the Foreign Expert certificate and invitation letter from China local office. With these documents can I apply for Work Z in Chinese Embassy here in Seoul personally or do I have to utilize a travel agency. Who are the accredited travel agency by Chinese Embassy.
